Aviation activities cross the boundaries of countries, enter foreign jurisdictions and operate in different legal systems. Therefore, there is a need for international standardization of procedures and practices and for unification and/or coordination of regulations on the global scale. This applies not only to the technical and operational aspects of civil aviation but also to the wide fields of facilitation, security, environmental protection, etc. The economic regulation of air transport poses a particular challenge to the creation of seamless services to customers via globalization and to the improvement of efficiency.

This chapter reviews the development of international aviation regulations and discusses the current and future issues facing the Asia Pacific air carriers and governments. In addition, this chapter will discuss the U.S. open skies initiatives towards the Asia Pacific countries, and their implications for carriers and governments.
